In a statement, CCI claims the study, called <a href=\"https:\/\/link.mediaoutreach.meltwater.com\/ls\/click?upn=gIoWfh-2Bn5LP0cn0rygzp0Tg5H5-2BG0RVe5jOnsOcbKZr97eARXVajHCLMXu-2B-2BuNbrLyLIsgpIMflWConAtiH0Xg-3D-3DOD3E_5yhN7Btz63RZvsPtdyzMAOa7cGM31k-2BFmI1A0g0A23cb-2FA9u4fmtejXl3A-2FR6ZAJOB-2FSd6z3MrKCwRyJWUsSKesXxD8Hwjy1ly2IEniyJXsRb7VhmR4WbvM8HRieb2CTS6wNWkg02TbKmCFBhoTlTNoWNYSxqe-2B6CIXlZ4TBtAaXPz-2BdQBvU5kUWAb8OQcI4-2BiQ5W-2BHInvdIl6fs-2FzpH-2BVE6schsLv-2Buhqxl0-2BaRVIWDbfJwPWvfrhZEuwAeTDGv3-2BHZPa8cFLAC02Y6rBOmNRXXH-2BSwyuBay9IBhhwAIRF17ezA83l1b-2Fwfr2kKwG77AI7aeR2sqt6Nhw2jhF76rMPBCeAloLUVzmwQOmmtH7NBl1AXc9gmizqUSc4OvD1bTX9MK7mG-2BBiPj4nwKWzzWg-3D-3D\">\u201cThe Fraud of Plastic Recycling: How Big Oil and the plastics industry deceived the public for decades and caused the plastic waste crisis,\u201d<\/a> includes \u201cevidence that could provide the foundation for legal efforts to hold fossil fuel and other petrochemical companies accountable for their lies and deception.\u201d<\/p>\n<\/div><\/div><\/div>\n\n<div class=\"container\" data-sal=\"slide-up\" data-sal-easing=\"ease-in-out\" data-sal-delay=\"200\"><div class=\"row justify-content-md-center pb-3\"><div class=\"cnt_col\">\n<p>Petrochemical companies and the plastics industry have known of the technical and economic limitations that make plastics unrecyclable for more than half a century, and \u201chave failed to overcome them,\u201d the report states. \u201cDespite this knowledge, the plastics industry has continued to increase plastic production, while carrying out a well-coordinated campaign to deceive consumers, policymakers, and regulators about plastic recycling.\u201d<\/p>\n<\/div><\/div><\/div>\n\n<div class=\"container\" data-sal=\"slide-up\" data-sal-easing=\"ease-in-out\" data-sal-delay=\"200\"><div class=\"row justify-content-md-center pb-3\"><div class=\"cnt_col\">\n<p>\u201cThis evidence shows that many of the same fossil fuel companies that knew and lied for decades about how their products cause climate change have also known and lied to the public about plastic recycling,\u201d Richard Wiles, CCI\u2019s president, said in a press release. \u201cThe oil industry\u2019s lies are at the heart of the two most catastrophic pollution crises in human history.\u201d<\/p>\n<\/div><\/div><\/div>\n\n<div class=\"container\" data-sal=\"slide-up\" data-sal-easing=\"ease-in-out\" data-sal-delay=\"200\"><div class=\"row justify-content-md-center pb-3\"><div class=\"cnt_col\">\n<p>Plastics manufacturers and industry groups, including some of the largest oil and gas companies in the world, have spent more than 50 years&nbsp; funding and pushing plastics recycling in order to stave off regulatory action \u2013 all while knowing that only a small fraction of plastic waste could ever be recycled.<\/p>\n<\/div><\/div><\/div>\n\n<div class=\"container\" data-sal=\"slide-up\" data-sal-easing=\"ease-in-out\" data-sal-delay=\"200\"><div class=\"row justify-content-md-center pb-3\"><div class=\"cnt_col\">\n<p>Beginning as early as the 1950s, petrochemical manufacturers began investing heavily in single-use plastics because disposability helped perpetuate demand for plastic production. Over the following decades, according to CCI, the industry began responding to public concern about plastic waste with a series of head-fakes designed to lessen public pressure while preserving profits.<\/p>\n<\/div><\/div><\/div>\n\n<div class=\"container\" data-sal=\"slide-up\" data-sal-easing=\"ease-in-out\" data-sal-delay=\"200\"><div class=\"row justify-content-md-center pb-3\"><div class=\"cnt_col\">\n<p>One of the industry\u2019s early \u201csolutions\u201d to plastic waste was simply to collect it in landfills. Plastics \u201cdon\u2019t biodegrade,\u201d promised the head of the Society of the Plastics Industry (SPI), an industry group, in the 1970s. As a result, waste could \u201cjust sit there.\u201d Problem solved.<\/p>\n<\/div><\/div><\/div>\n\n<div class=\"container\" data-sal=\"slide-up\" data-sal-easing=\"ease-in-out\" data-sal-delay=\"200\"><div class=\"row justify-content-md-center pb-3\"><div class=\"cnt_col\">\n<p>If landfills didn\u2019t placate the public, there was always incineration: \u201cRecycle plastic packaging? An excellent idea,\u201d said one executive of the American Can Company in 1971. \u201cBut let\u2019s recycle it into energy\u201d by incinerating it.<\/p>\n<\/div><\/div><\/div>\n\n<div class=\"container\" data-sal=\"slide-up\" data-sal-easing=\"ease-in-out\" data-sal-delay=\"200\"><div class=\"row justify-content-md-center pb-3\"><div class=\"cnt_col\">\n<p>When neither landfilling nor so-called \u201cwaste-to-energy\u201d incineration succeeded in satisfying consumers or policymakers, the industry went all in on recycling.<\/p>\n<\/div><\/div><\/div>\n\n<div class=\"container\" data-sal=\"slide-up\" data-sal-easing=\"ease-in-out\" data-sal-delay=\"200\"><div class=\"row justify-content-md-center pb-3\"><div class=\"cnt_col\">\n<p>In the early 1980s, SPI created the Plastics Recycling Foundation (PRF), an industry group whose members included Exxon Chemical, to push the narrative that petrochemical manufacturers were solving the challenge of plastic waste themselves \u2013 no need for lawmakers or regulators to intervene.<\/p>\n<\/div><\/div><\/div>\n\n<div class=\"container\" data-sal=\"slide-up\" data-sal-easing=\"ease-in-out\" data-sal-delay=\"200\"><div class=\"row justify-content-md-center pb-3\"><div class=\"cnt_col\">\n<p>Yet industry scientists had known for decades that most plastics could not be recycled and, moreover, that it was more cost effective to produce new plastic than to attempt to reuse the old.<\/p>\n<\/div><\/div><\/div>\n\n<div class=\"container\" data-sal=\"slide-up\" data-sal-easing=\"ease-in-out\" data-sal-delay=\"200\"><div class=\"row justify-content-md-center pb-3\"><div class=\"cnt_col\">\n<p>\u201cRecycling cannot be considered a permanent solid waste solution, as it merely prolongs the time until an item is disposed of,\u201d concluded a draft fact sheet from the Vinyl Institute, another industry group, in 1986. A few years later, the group\u2019s founding director acknowledged at a conference that \u201crecycling cannot go on indefinitely, and does not solve the solid waste problem.\u201d<\/p>\n<\/div><\/div><\/div>\n\n<div class=\"container\" data-sal=\"slide-up\" data-sal-easing=\"ease-in-out\" data-sal-delay=\"200\"><div class=\"row justify-content-md-center pb-3\"><div class=\"cnt_col\">\n<p>But public policy was a far greater threat to industry profits than the fact that scientists still hadn\u2019t figured out how to actually recycle most plastic waste.<\/p>\n<\/div><\/div><\/div>\n\n<div class=\"container\" data-sal=\"slide-up\" data-sal-easing=\"ease-in-out\" data-sal-delay=\"200\"><div class=\"row justify-content-md-center pb-3\"><div class=\"cnt_col\">\n<p>\u201cNo doubt about it, legislation is the single most important reason why we are looking at recycling,\u201d said PRF executive director (and DuPont marketing head) Wayne Pearson in 1988.<\/p>\n<\/div><\/div><\/div>\n\n<div class=\"container\" data-sal=\"slide-up\" data-sal-easing=\"ease-in-out\" data-sal-delay=\"200\"><div class=\"row justify-content-md-center pb-3\"><div class=\"cnt_col\">\n<p>By the early 1990s, the CCI report finds, \u201cthe industry knew that mechanical recycling was not a viable solution \u2013 yet renewed concerns about plastic waste and its impact on the environment meant they needed the public to <em>believe<\/em> recycling could address their concerns.\u201d<\/p>\n<\/div><\/div><\/div>\n\n<div class=\"container\" data-sal=\"slide-up\" data-sal-easing=\"ease-in-out\" data-sal-delay=\"200\"><div class=\"row justify-content-md-center pb-3\"><div class=\"cnt_col\">\n<p>The number of industry-backed coalitions, research entities, trade associations, and front groups grew rapidly. In 1988, the SPI introduced the now-ubiquitous labeling system, with numbers \u201csurrounded by a triangle of \u2018chasing arrows,\u2019 the widely recognized symbol for recycling,\u201d ostensibly to help consumers sort plastics into different groups \u2013 even though regulators and recycling bodies \u201cdid not need, and in some cases actively opposed,\u201d this system, according to CCI.<\/p>\n<\/div><\/div><\/div>\n\n<div class=\"container\" data-sal=\"slide-up\" data-sal-easing=\"ease-in-out\" data-sal-delay=\"200\"><div class=\"row justify-content-md-center pb-3\"><div class=\"cnt_col\">\n<p>The industry\u2019s support for legislation requiring numbering was an explicit effort \u201cto prevent bans\u201d on plastic use, as one trade association put it.<\/p>\n<\/div><\/div><\/div>\n\n<div class=\"container\" data-sal=\"slide-up\" data-sal-easing=\"ease-in-out\" data-sal-delay=\"200\"><div class=\"row justify-content-md-center pb-3\"><div class=\"cnt_col\">\n<p>Hiding the truth about the failure of recycling to ease pollution has created the plastic waste crisis now clogging waterways around the world. Credit: Public Domain<\/p>\n<\/div><\/div><\/div>\n\n<div class=\"container\" data-sal=\"slide-up\" data-sal-easing=\"ease-in-out\" data-sal-delay=\"200\"><div class=\"row justify-content-md-center pb-3\"><div class=\"cnt_col\">\n<p>\u201cBig Oil and the plastics industry\u2019s decades-long campaign to deceive the public about plastic recycling has likely violated laws designed to protect consumers and the public from corporate misconduct and pollution,\u201d said Alyssa Johl, CCI\u2019s vice president of legal and general counsel, in a press release.<\/p>\n<\/div><\/div><\/div>\n\n<div class=\"container\" data-sal=\"slide-up\" data-sal-easing=\"ease-in-out\" data-sal-delay=\"200\"><div class=\"row justify-content-md-center pb-3\"><div class=\"cnt_col\">\n<p>The CCI report documenting this history of obfuscation and misinformation about plastic recycling comes alongside new revelations about industry efforts to promote its narrative to a new generation of consumers.<\/p>\n<\/div><\/div><\/div>\n\n<div class=\"container\" data-sal=\"slide-up\" data-sal-easing=\"ease-in-out\" data-sal-delay=\"200\"><div class=\"row justify-content-md-center pb-3\"><div class=\"cnt_col\">\n<p>A recent <em>Washington Post<\/em> <a href=\"https:\/\/www.washingtonpost.com\/business\/2024\/02\/13\/plastics-schools-plastivan-recycling\/\">investigation<\/a>, for instance, revealed a campaign by the Society of Plastics Engineers Foundation that sends industry scientists and representatives to schools to convince students that humanity depends on continued plastic production, and that the solution to plastic waste is efforts like recycling, not bans.<\/p>\n<\/div><\/div><\/div>\n\n<div class=\"container\" data-sal=\"slide-up\" data-sal-easing=\"ease-in-out\" data-sal-delay=\"200\"><div class=\"row justify-content-md-center pb-3\"><div class=\"cnt_col\">\n<p>The program\u2019s \u201cPlastiVan\u201d visits more than 100 schools a year, \u201cwith its team of plastic evangelists talking up the wonders of polymers to young audiences,\u201d according to the <em>Post<\/em>.<\/p>\n<\/div><\/div><\/div>\n\n<div class=\"container\" data-sal=\"slide-up\" data-sal-easing=\"ease-in-out\" data-sal-delay=\"200\"><div class=\"row justify-content-md-center pb-3\"><div class=\"cnt_col\">\n<p>Meanwhile, <a href=\"https:\/\/www.desmog.com\/prageru\/\">PragerU<\/a>, a conservative media operation, \u201cprovides public school teachers in at least five states a classroom video that assures students they should not feel guilty about using so much plastic because plastics actually help the environment,\u201d the <em>Post<\/em> reported.<\/p>\n<\/div><\/div><\/div>\n\n<div class=\"container\" data-sal=\"slide-up\" data-sal-easing=\"ease-in-out\" data-sal-delay=\"200\"><div class=\"row justify-content-md-center pb-3\"><div class=\"cnt_col\">\n<p>These efforts to undermine support for plastic bans and other campaigns that threaten petrochemical profits trace back to at least the mid-1990s, when industry groups like American Plastics Council (APC) distributed materials to schools to help them set up their own plastic recycling efforts, the CCI report finds. (The APC\u2019s 1994 program for \u201cmiddle level science students\u201d was called \u201cHands on Plastics: A Scientific Investigation Kit.\u201d)<\/p>\n<\/div><\/div><\/div>\n\n<div class=\"container\" data-sal=\"slide-up\" data-sal-easing=\"ease-in-out\" data-sal-delay=\"200\"><div class=\"row justify-content-md-center pb-3\"><div class=\"cnt_col\">\n<p>By this time, industry efforts to portray recycling, not regulation, as the solution to plastic waste had largely proven successful, which led some executives to conclude that they could keep talking about plastic recycling without the compulsion to do anything more about it.<\/p>\n<\/div><\/div><\/div>\n\n<div class=\"container\" data-sal=\"slide-up\" data-sal-easing=\"ease-in-out\" data-sal-delay=\"200\"><div class=\"row justify-content-md-center pb-3\"><div class=\"cnt_col\">\n<p>Irwin Levowitz, an Exxon Chemical executive, told a meeting of APC staff in 1994 that when it comes to plastic recycling, \u201cWe are committed to the activities, but not committed to the results.\u201d<\/p>\n<\/div><\/div><\/div>\n\n<div class=\"container\" data-sal=\"slide-up\" data-sal-easing=\"ease-in-out\" data-sal-delay=\"200\"><div class=\"row justify-content-md-center pb-3\"><div class=\"cnt_col\">\n<p>Since then, industry efforts to promote the promise of recycling while doubling down on the profits of new plastic production have continued mostly uninterrupted.<\/p>\n<\/div><\/div><\/div>\n\n<div class=\"container\" data-sal=\"slide-up\" data-sal-easing=\"ease-in-out\" data-sal-delay=\"200\"><div class=\"row justify-content-md-center pb-3\"><div class=\"cnt_col\">\n<p>The CCI report suggests that it\u2019s little coincidence that industry-led recycling campaigns have ramped up over the past decade as a response to renewed public concerns over plastic waste.<\/p>\n<\/div><\/div><\/div>\n\n<div class=\"container\" data-sal=\"slide-up\" data-sal-easing=\"ease-in-out\" data-sal-delay=\"200\"><div class=\"row justify-content-md-center pb-3\"><div class=\"cnt_col\">\n<p>Petrochemical manufacturers\u2019 latest tactic \u2013 chemical, or \u201cadvanced,\u201d recycling \u2013 is a process that claims to be able to \u201cbreak plastics down to their chemical components,\u201d as CCI describes it.<\/p>\n<\/div><\/div><\/div>\n\n<div class=\"container\" data-sal=\"slide-up\" data-sal-easing=\"ease-in-out\" data-sal-delay=\"200\"><div class=\"row justify-content-md-center pb-3\"><div class=\"cnt_col\">\n<p>But as <a href=\"https:\/\/www.desmog.com\/2023\/10\/31\/chemical-recylcing-report-false-solution-plastics-crisis-beyond-plastics\/\">DeSmog reported last year<\/a>, advanced recycling is an industry concept, not a scientific one.
